Overview of Assessment Validation

Registered Training Organisations (RTOs) are responsible for various obligations following registration, like annual declarations, AVETMISS data submission, and promotional compliance. Among these tasks, validation of assessments often stands out. While validation has been reviewed in many publications, a review of the basics is necessary. The Australian Skills Quality Authority describes assessment validation as quality assurance of the assessment procedure.

Essentially, validation of assessments is intended to identify which parts of an RTO’s assessment procedures are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the SRTOs 2015 regulations, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The rules require two types of validation. The initial type of assessment validation guarantees adherence to the requirements of the training package within your organisation's scope. The subsequent validation verifies that assessments are conducted according to the principles of assessment and Rules of Evidence. This implies that validation is carried out in both pre- and post-assessment stages. This article will concentrate on the first type—assessment tool validation.

- Assessment Tool Validation: Referred to as pre-assessment validation or verification, is concerned with the initial part of the clause, aimed at meeting all unit requirements.
- Post-Assessment Validation: Concerns the implementation, ensuring that RTO assessments align with the Principles of Assessment and Rules of Evidence.

The purpose of assessment tool validation is to make sure that all elements, performance standards, and performance and knowledge evidence are addressed by your assessment methods. Therefore, whenever you purchase new training materials, you must perform validation of assessment tools prior to student use. There's no need to wait for your next scheduled validation. Check new materials immediately to ensure they are appropriate for students.

Nevertheless, this isn't the only reason to perform this type of validation. Perform assessment tool validation also when you:

- Upgrade your resources
- Incorporate new training products on scope
- Audit your course with training product updates
- Note your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Keep in mind that this validation guarantees adherence of all educational resources before student use. All RTOs must validate materials for each subject unit.

Resources Needed to Start Assessment Tool Validation

To validate your assessment tools, you will need the complete set of your training materials:

- Mapping Document: The first document to review. It shows which assessment tasks meet subject requirements, aiding in faster validation.
- Learner/Student Workbook: Ensure it is suitable as an assessment tool during validation. Check if instructions are clear and answer fields are sufficient. This is a common issue.
- Assessor Guide/Marking Guide: Also ensure if directions for evaluators are sufficient and if clear criteria for each assessment task are provided. Clear criteria are crucial for reliable assessment outcomes.
- Additional Resources: These may include checklists, logs, and forms created separately from the student workbook and assessor guide. Validate these to ensure they fit the assessment task and meet course unit requirements.

Panel for Validation

Clause 1.11 specifies the requirements for members of the validation panel. It states assessment validation can be performed by one or more people. However, RTOs usually ask all educators and assessors to participate, sometimes including sector experts.

Collectively, your validation panel must have:

- Workplace Competencies and Current Industry Skills relevant to the validated unit.
- Current Knowledge and Skills in Vocational Training.
- Either of the following credentials for training and assessment:
- TAE40116 Training and Assessment Certificate IV or its successor.

Principles of Assessment

- Impartiality: Is equal opportunity and access provided to everyone in the assessment process?
- Adaptability: Are there multiple ways to demonstrate competence, accommodating different needs and preferences?
- Validity: Does the assessment evaluate what it is intended to evaluate?
- Dependability: Are the assessment results consistent regardless of who conducts the training?

Guidelines for Evidence

- Appropriateness: Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
- Completeness: Does the evidence adequately demonstrate the required skills and knowledge?
- Authenticity: Is the evidence genuine and truly representative of the candidate's abilities?
- Currency: Are the assessment tools based on current units of competency and up-to-date industry practices?

Key Considerations for Assessment Validation

Pay attention to the verbs in the unit specifications and ensure they are addressed by the assessment item. For example, in the unit CHCECE032 Caring for Babies and Toddlers, one performance criteria asks students to:

- Change nappies
- Prepare and feed bottles, clean feeding equipment
- Prepare and give solid food to babies
- Respond appropriately to baby signs and cues
- Prepare and settle babies for sleep
- Supervise and support age-appropriate physical activities and motor development

Common Pitfalls

Describing the nappy-changing process for babies under 12 months does not fulfill the unit requirement. Unless the unit specification is meant to assess underpinning knowledge (i.e., knowledge-based evidence), students should be performing the tasks.

Be Careful with Plurals!

Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 Baby and Toddler Care calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby does not fulfill the requirement.

All or Nothing Competence

Pay attention to lists. As mentioned earlier, if students do not complete all the tasks listed, it’s not compliant. Each assessment task must meet all requirements, or the student is not yet competent, and the assessment tool is not compliant.

Be Specific!

Each evaluation task must have clear and specific reference answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s crucial that your instructions do not baffle students or trainers.

Avoid Double-Barrelled Questions

Steering clear of double-barrelled questions makes it simpler for students to respond and for assessors to accurately read more evaluate student competence.

Assurance During Audits

Considering these requirements, you might wonder, “Don't resource developers provide audit guarantees?” However, with these guarantees, you must wait until an audit to address noncompliance. This influences your compliance status, so it's better to take a proactive and compliant approach.
